Rising mobilisation in Jonglei
Local officials in Ayod County report that a joint force of Nuer youths, known as the White Army, and SPLA-IO fighters loyal to detained First Vice President Dr. Riek Machar is concentrating near Mogog Village.
Commissioner James Chuol Jiek says the mobilisation is led by respected spiritual figure Makuach Tut Khor, who has moved through Canal, Pagoang, Jiesh and Pajiek before establishing a camp in Mogog.
Jiek recounts cancelling a trip to Juba on 31 July 2025 after weeks of failed delegations, noting that Makuach’s followers now insist only Machar’s release can halt their advance.
Attempts to contact both Makuach Tut and local SSPDF commander John Maluet have failed, leaving officials uncertain about the group’s exact numbers and intent.
Possible flashpoint in Pigi County
Mathew Matiok Lem, who represents Pigi County in the state assembly, states that SPLA-IO maintains one of its largest bases in Khorwai, making the area a potential target.
He reports that a commander from Makuach’s contingent recently conducted reconnaissance around Khorwai to gauge combat readiness before any possible strike.
Civil society urges inclusive dialogue
Ter Manyang, executive director at the Center for Peace and Advocacy, warns that renewed fighting would erode South Sudan’s fragile peace and urges authorities to widen civic space for negotiations.
Manyang says community leaders in Juba and Ayod hesitate to engage openly because they fear arrest, illustrating the mistrust hampering mediation efforts.
Regional stakes for Upper Nile security
Clashes between SPLA-IO, White Army, SSPDF and allied militias have flared across Upper Nile since fighting erupted in Nasir in February, intertwining local grievances with national political tensions.
