    Leadership Changes in Southern Unity

    On Monday, Acting SPLM-IO chairman Gen. Oyet Nathaniel Pierino unveiled four new county commissioners for southern Unity State, reinforcing the movement’s administrative reach amid the delicate implementation of South Sudan’s 2018 peace accord.

    Col. James Yoach Bading takes Leer, Col. Stephen Gai Riak Panyijiar, Col. Bany Makon Chany Koch, and Col. Tito Gatmai Puok Mayiandit, replacing predecessors and signaling what the headquarters calls “renewed grassroots energy.”

    Promotions Boost Military Cohesion

    Oyet’s order also elevates five officers, including the same newly posted commissioners, to colonel or lieutenant-colonel. The communiqué frames the move as “a reward for steadfast contribution to the liberation struggle” and a bid to cement loyalty inside disparate field units.

    Analysts in Juba note that synchronized civilian and military promotions often precede renewed outreach to national mechanisms created by the Revitalized Transitional Government, ensuring rebel structures do not drift far from the peace roadmap.

    Strategic Communication Strengthened

    The reshuffle appoints Lt. Col. Chuol Puot as SPLA-IO deputy military spokesperson, a role tasked with harmonizing frontline updates with national ceasefire bodies and improving the movement’s messaging in Unity’s fluid security theatre.

    Local Reactions and Peace Context

    Some Unity residents cautiously welcome the administrative clarity, yet others fear parallel authority could complicate relations with state officials appointed by Juba, reviving memories of wartime rivalries still fresh in market towns and displacement sites.

    SPLM-IO leaders counter that their presence helps deliver services and maintain order while the 2018 agreement’s security arrangements remain incomplete. “This structure is temporary but necessary for stability,” an official insisted during the announcement.
