Rising Tensions in Jonglei State
The Chairperson of the African Union Commission has urged immediate de-escalation in South Sudan as security conditions deteriorate in parts of the country. Attention has focused on Jonglei State, where escalating tensions and violence have reportedly displaced large numbers of civilians.
In a statement dated 27 January, African Union Commission Chairperson Mahmoud Ali Youssouf said sustained instability threatens civilian safety and complicates efforts aimed at achieving lasting peace (Eye Radio).
Warning Over Inflammatory Rhetoric
Mahmoud Ali Youssouf said he is gravely alarmed by reports of inflammatory rhetoric and actions that could fuel further violence. He stressed that civilians, particularly women and children, may face heightened risk if tensions are not reduced.
He described these developments as inconsistent with the letter and spirit of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, widely known as R-ARCSS (Eye Radio).
Civilian Protection and Ceasefire Compliance
The AU Commission Chairperson condemned any incitement to violence or acts of violence against civilians. He underlined that protecting civilians remains a fundamental responsibility of all parties involved (Eye Radio).
While noting the public commitments of South Sudanese leaders to the peace process, he also voiced serious concern over reported violations of the Permanent Ceasefire and their humanitarian consequences.
Call to Implement the 2018 Revitalized Peace Agreement
Mahmoud Ali Youssouf called on all parties to exercise maximum restraint, immediately de-escalate tensions, and meet obligations under the R-ARCSS. He highlighted strict adherence to ceasefire arrangements and respect for agreed power-sharing mechanisms as essential steps.
He also urged a return to inclusive, consensus-based decision-making, framing it as necessary for sustaining momentum in the transitional process (Eye Radio).
AU Support with IGAD, UN, and Partners
The Chairperson appealed to South Sudanese stakeholders to place the interests of the population above other considerations and resolve differences through dialogue and peaceful means, with an emphasis on completing the Transitional process.
He said the African Union remains committed to supporting the people and Government of South Sudan in pursuit of peace, stability, and national reconciliation. He added that the AU will continue working closely with IGAD, the United Nations, and international partners (Eye Radio).
