    South Sudan Halts Controversial Traffic Fees Shock

    Policy Reversal Grabs Headlines

    On 19 December 2025, Deputy Interior Minister Gen. Mangar Buong Aluenge signed Order 03/2025, scrapping fresh traffic fees on tinted windows and right-hand drive conversions. The directive took effect instantly, nullifying regulations circulated days earlier by Traffic Police chief Maj. Gen. Kon John Akot.

    Separate Logbook and Insurance Mandate

    The order restores stand-alone insurance certificates, ending a recent merger that had paired policies with vehicle logbooks. Officials argue the separation will simplify renewals and curb congestion at licensing offices.

    Temporary Freeze on Tinted Charges

    All roadside charges on factory-fitted tints are suspended pending review by the Police Leadership Council. Owners of locally applied film must remove it, yet the ministry insists no additional cost will fall on motorists while consultations continue.

    Parliament and Civil Society Applaud

    Lawmakers and lawyers had branded the earlier fees “unlawful extortion”. Following the climb-down, MP Mary Nawai said the ministry “listened to reason and protected household incomes”. Activist groups welcomed the pause but urged transparent guidelines before any new levy returns.

    Road Ahead for Police Council

    Inspector General Atem Marol has been instructed to enforce the new order and brief the Police Leadership Council within weeks. Analysts expect the body to propose a national traffic code harmonising safety, revenue and citizen rights, aiming to avert further policy swings.
