    Capacity programme aligns ministries around service goals

    More than forty senior officials assembled in Juba this week for an intensive capacity-building course designed to sharpen coordination, planning and delivery within key South Sudanese institutions.

    IOM and University of Juba champion local ownership

    The International Organization for Migration partnered with the University of Juba’s School of Public Service to ensure the initiative remains anchored in domestic expertise, underpinning the Government’s Enhancing Community Resilience and Local Governance Project Phase II.

    Training modules target finance, projects and resilience

    Sessions cover budgeting, financial planning and project management—areas highlighted by the 2024 Technical Capacity Needs Assessment as critical for accelerating basic-service access and flood-response capacity.

    Officials underscore collaborative, results-driven culture

    ‘We are nurturing a common language of performance across ministries,’ explained Temu Ketema Teffera, Senior Institutional Strengthening Specialist at Finance and Planning, who views the programme as a catalyst for joint action.

    IOM Chief of Mission Vijaya Souri added that tailored tools and systems will help translate national policy into effective front-line services throughout the country.

    Roll-out to states expected to reach 240 more leaders

    Future sessions in selected state capitals aim to familiarise an additional 240 officials with the framework, ensuring that best practices migrate from Juba to every county headquarters.

    Backed by World Bank financing, the flagship ECRP II is positioning South Sudanese institutions to respond swiftly to citizens’ needs while embedding a culture of inclusive governance.
