    Portfolio Shifts Test South Sudan Peace Accord

    FDs Raise Alarm at R-JMEC Session

    During the fourth extraordinary session of the Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC) in Juba on 7 October, Former Political Detainees representative Maj Gen Bior Leek Kuareng voiced “deep disappointment” over alleged breaches of the 2018 Revitalized Agreement on the Resolution of the Conflict in South Sudan.

    Dismissal of Deng Alor Questioned

    Kuareng pointed to the presidential decree that relieved Deng Alor of his ministerial post, calling the unilateral decision a direct deviation from the accord’s power-sharing spirit. The FDs argue that signatory blocs should be consulted before any reshuffle affecting their allotted seats.

    Transport–Health Swap Fuels Dissent

    The recent exchange of the Transport and Health portfolios, originally reserved for the FDs, has further unsettled the group. According to Kuareng, portfolio swapping without consensus “undermines the integrity of the agreement” and raises doubts about future cooperation among parties.

    Calls for Respectful Implementation

    While voicing grievances, Kuareng reiterated that the FDs remain “fully committed to peaceful dialogue and the full implementation of the agreement.” He urged partners to honour both the letter and the spirit of the R-ARCSS, warning that continued unilateralism could erode public confidence.

    Regional Monitors Seek Consensus

    Diplomatic observers at the meeting noted that the concerns echoed wider regional calls for disciplined implementation. R-JMEC officials indicated that a fact-finding review will be presented to the presidency, keeping hopes alive for renewed consultations.
