    Tumaini Talks Paused After Opposition Forces Shift

    Tumaini Initiative Faces Another Delay

    Launched in 2023 under Kenya’s facilitation, the Tumaini Initiative aims to integrate opposition factions that remained outside South Sudan’s 2018 Revitalised Agreement. Three adjournments have tested public confidence, making the recent pause the most scrutinised so far.

    Government Delegate Explains Suspension

    Addressing parliament in Juba on 9 September, Hon. Rebecca Joshua Okwaci said the hold-out United People’s Alliance tabled a “purely military” hierarchy during Nairobi talks, pledging to intensify the struggle even as negotiators searched for compromise.

    She argued the unexpected stance created “a major challenge” that forced facilitators to suspend the round indefinitely, marking the first pause directly attributed to threats of renewed fighting.

    Opposition’s Military Blueprint Examined

    Representatives of the United People’s Alliance have not publicly commented on Okwaci’s claims, yet previous press releases framed the new structure as necessary “self-defence” against what they term persistent ceasefire violations.

    Mediator Stresses Process Is Still Alive

    Deputy Chief Mediator Dr Mohammed Ali Guyo recently told regional media that the process “remains alive”, noting that drafting committees continue virtual work and that Nairobi will reconvene parties once “adequate confidence measures” are in place.

    Regional Stakes for Peace and Youth Future

    East African observers warn that prolonged uncertainty could hinder preparations for South Sudan’s planned 2024 elections, yet youth groups see an opportunity to push leaders toward more inclusive security reforms and economic recovery.

    Analysts argue sustained dialogue, backed by regional guarantors, offers the surest path to stability, but they stress that rhetoric of force must yield to verifiable demobilisation steps for trust to rebuild.
