    Inside Central Equatoria, Mangalla district faces a different pressure: reported land grabbing and extortion blamed on some flood-displaced families from Jonglei. State Housing Minister David Morbe tabled a memo urging a clear land policy and exclusive oversight by his ministry.

    The cabinet endorsed the draft policy, instructing surveyors to halt informal demarcations until legal frameworks take shape. Observers say prompt action could ease rural tensions, protect investors and reassure neighbours that Juba can simultaneously guard borders and govern land.
